Looking for the funding options for your studying
There are several options for foreign citizens to finance their education:
- Fee paid education program is the program at the expense of the applicant’s own funds or at the expense of legal entities – companies, foundations, grantors, sponsors;
- Education program at the expense of the budget of the Russian Federation:
- obtaining a quota from the Government of the Russian Federation;
- compatriots living abroad;
- citizens of Belarus, Kazakhstan, Tajikistan and Kyrgyzstan have the right for higher education at the expense of budget of the Russian Federation, that is, they can apply on a general competitive basis.

Submitting documents for admission to HSTE:
To complete the procedure for submitting documents for admission to HSTE correctly, you should read carefully the materials on the website of the Admissions Committee (by clicking «FOR APPLICANTS», line «Admissions Committee Information«), and then go through the registration procedure in the Applicant’s Personal Account.
Preparing the necessary documents, namely:
- A copy of a valid passport;
- Copies of documents of previous education (diploma and transcript of records).
The documents mentioned above should be sent together with their notarized translation into Russian!
In most cases, documents need to be legalized in their country of issue. Applicants from a number of countries also need to go through the procedure for the recognition of their diplomas or certificates in Russia. The office staff of HSTE International Administration checks the completeness and correctness of the submitted documents and, if the documents are submitted correctly (taking into account the abovementioned requirements of legalization and recognition), the applicant is allowed to take entrance exams.
— All foreign citizens admitted to the Higher School of Technology and Energy must contact HSTE International Administration to inform about the date of arrival and receive information of the rules for entering the Russian Federation prior to their intended arrival.
Students admitted to HSTE from countries that have a visa regime with Russia must have a student visa for entering the Russian Federation. Visa application process will require an invitation from the university (please look through the section Invitation and Visa).
— Foreign citizens entering the Russian Federation for the study purpose must underline «FOR STUDY» in the migration card. Students will get the migration card while crossing the border.
Upon the arrival in St.Petersburg, all international students are required to come immediately (on the day of arrival or the next working day) to HSTE International Administration Office for migration registration.
— In accordance with the paragraph 5 of Article 27 of Federal Law No. 114-FL of 15.08.1996 «On the Procedure for Exit from the Russian Federation and Entry into the Russian Federation», foreign citizens or stateless persons are required to have a medical insurance valid on the territory of the Russian Federation.
A voluntary medical insurance is issued by the expense of the student’s own funds in any insurance company chosen by the student.
— All foreign citizens entering the Russian Federation for the study purpose for a period exceeding 90 calendar days shall be subject to mandatory state fingerprint registration, photographing and medical examination (please look through the section Fingerprinting).
